By assessing current conditions and planning for future needs, the Facilities Master Plan gave Baytown a roadmap to smarter, more strategic investments in its civic infrastructure.

PROJECT DETAILS

Spanning 34 square miles, the City of Baytown owns and operates 44 municipal buildings that support a wide range of civic services. To ensure the longevity, safety, and efficiency of these facilities, the City commissioned a comprehensive Facilities Master Plan to assess current conditions and guide future investments.

Our team conducted a full assessment of each building, evaluating physical conditions, code compliance, operational performance, space utilization, and the potential for growth. We identified deferred maintenance items, safety issues, and functional inefficiencies, compiling these findings into a clear, actionable report. This allowed the City to prioritize needs and communicate them effectively to both internal leadership and the City Council.

In addition to the broader assessment, we were tasked with a deeper analysis of eight key buildings. For these, we developed conceptual space plans that addressed long-term operational needs, opportunities for space optimization, and anticipated growth. These plans served as a foundation for upcoming budgeting decisions and capital improvement planning, giving the City a strategic path forward to improve services and enhance the built environment.
